Job Description
The Public Service Commission (PSC) today, 14 August 2026, conducted a one-day in-house sensitization programme on the approved Staff Performance Appraisal System (SPAS) for Deputy Directors and designated SPAS Champions. The programme is part of a phased sensitization initiative aimed at equipping Commission Secretariat staff with the knowledge and skills required for the effective implementation of the approved SPAS for the Financial Year 2026/2027.
Speaking during the programme, Director, Performance, Dr. Juma Gabriel, said the sensitization was intended to ensure that officers were adequately informed and guided on the approved SPAS tool, guidelines and the individual monthly performance template.
Opening the session, Deputy Director, Human Resource Management and Development (HRMD), Mr. Mohamed Ali, noted that the sensitization would promote a common understanding of the performance appraisal process and facilitate its effective and consistent implementation across the Commission. He emphasized the importance of ensuring that officers understand the requirements of SPAS and their respective responsibilities in contributing to the achievement of the Commission’s performance objectives.
“The reviewed SPAS is not merely an appraisal tool for assessing officers at the end of the performance period. It is a management instrument designed to help us translate the Commission’s Strategic Plan, Performance Contract and annual work plans into measurable individual and departmental results,”he said.
Mr. Ali further underscored the need for Deputy Directors and SPAS Champions to take ownership of the implementation process by providing guidance and support to officers within their respective directorates. He noted that effective performance management requires continuous engagement between supervisors and staff, regular monitoring of agreed targets, timely feedback and documentation of performance throughout the appraisal period.
Participants received guidance on the approved SPAS requirements, tool and procedures, as well as their respective roles in supporting the implementation of the performance appraisal system within the Commission.
The approved SPAS tool will be piloted at the Commission. The pilot phase will provide an opportunity to test the tool, identify any implementation challenges and gather feedback necessary to enhance its effectiveness before it is rolled out to the wider Public Service.
The initiative is part of the Commission’s broader efforts to strengthen performance management, enhance accountability and ensure that individual performance targets are effectively aligned with the Commission’s institutional objectives and strategic plan.
