About the Ultra-Poor Graduation Initiative

The Ultra-Poor Graduation Initiative ("UPGI") is a global unit

within BRAC that was founded in 2016 to build off the success of

BRAC's Ultra-Poor Graduation programme in Bangladesh. BRAC UPGI

aims to position the evidence-backed Graduation approach as a key

driver to eradicate extreme poverty worldwide. It does this by

â— Advocating for uptake of the Graduation approach

by policymakers, national governments, multilateral institutions

and non-governmental organisations; and

â— Effective adaptation and implementation of the

Graduation approach in countries around the world, supported

through technical assistance and capacity strengthening for

external stakeholders.

In 2002, BRAC pioneered the Ultra-Poor Graduation ("Graduation")

approach in Bangladesh — a sequenced, two-year investment

that enables people to create lasting pathways out of extreme

poverty — after recognizing that existing programmes were not

reaching the poorest people. Through the provision of a productive

asset, basic needs support, and ongoing coaching, the Graduation

approach tackles multiple constraints at once and achieves lasting

impact. Graduation has been adapted and implemented across a wide

variety of contexts and countries, with dozens of rigorous

evaluations documenting its effectiveness at achieving broad and

lasting impact, as well as returns that greatly outweigh the costs.

So far, a total of 6.7 million households has been reached by

Graduation programs, more than 2 million of which BRAC reached

through its flagship Graduation programme in Bangladesh.

To help eradicate extreme poverty, BRAC UPGI is working with

governments across Africa and Asia to scale Graduation by

integrating it into existing government programmes. Alongside

governments, BRAC aims to equip 21 million more people to lift

themselves from extreme poverty by 2030.

About the Position

BRAC's Ultra-Poor Graduation Initiative (UPGI) works with

governments across Africa to integrate and scale the Graduation

approach into national and subnational systems engaging staff in

countries, central teams and donors along the way. SGGA is the

flagship of that work, a 10-year partnership with the Mastercard

Foundation, worth USD 440 million, spanning central activities and

country-specific Program Investment Proposals across ten

countries.

This is a mid-level role for someone with strong grants

management skills who wants to be part of implementing a

government-led Graduation Programme. We're looking for someone with

experience managing large, multi-country, complex grants ideally

with The Foundation who are comfortable working in evolving

environments where solutions get built iteratively.

Reporting to the Senior Manager, Finance & Grants, the

position holder will support Grant reporting and compliance, Grant

monitoring via expenditure verification, budgeting for programme

investments and foundation budgets while coordinating the grant

processes with the rest of the project teams in the multiple sites

where the grant is being implemented.

Major Responsibilities

Grant Reporting & Compliance

· Ensure the Program Accounts are accurate and reconciled

(the foreign-currency account plus a local-currency account in each

of the 10 countries)

· Reconcile donor reports with the the financial system

ledgers

· Consolidate country reports, review bank

reconciliations and fund utilization statements and prepare donor

activity report

· Review reimbursement claims from country teams

confirming expense legibility, accuracy and in line with

reimbursement procedures.

· Support both internal external donor audit processes

ensuring that required documents and explanations are availed.

· Prepare quarterly donor reports, currency gain/loss

reports, and reporting from any BRAC affiliates delivering part of

the work

Grant Monitoring

· Monitor expenses, ensuring that funds are actually

utilized in accordance with the donor agreement

· Ensure that transactions are well supported (receipts

invoices, vouchers, expenditure statements, proof of payments)

· Maintain a thorough understanding of SGGA grant

agreement requirements ensuring compliance is embedded throughout

the programme lifecycle.

Budgeting and Reporting

· Support the country teams in the review of submitted

budgets against the Program Investment Proposals templates and the

Foundation budget guidelines and support the consolidation of

country and central budgets into a consolidated financial plan.

· Review variance analysis (BvAs) and work with the Head

of Partnerships to engage respective teams for any corrective

action.

Coordination

· Work in close partnership with Finance Teams supporting

SGGA across 10 Country Offices and the Africa Regional Office

ensuring accurate financial oversight and compliance with donor

requirements.

· Act as a key liaison with the Central SGGA Programme

Management Team, the Africa Graduation Platform Team, and Central

Finance and Grants staff to strengthen coordination and alignment

across functions

· Develop and maintain a strong understanding of

Graduation Programme operations across diverse country contexts

enabling effective alignment between financial management practices

and programme implementation priorities..

Documentation

· Maintain a complete, accurate, and up-to-date Grants

Management File, ensuring it is readily accessible for internal

review, donor verification, or external audit.

· Ensure systematic archiving of financial records and

supporting documentation, following organizational policies and

donor compliance requirements.

· Support the maintenance of a comprehensive, audit-ready

documentation trail for the grant, enabling transparency

accountability, and timely retrieval of records.

Other (Safeguarding Responsibilities)

· Ensure the safety of team members from any harm, abuse

neglect, harassment, and exploitation to achieve the program's

goals of safeguarding implementation.

· Practice, promote and endorse the issues of

safeguarding policy among team members and ensure the

implementation of safeguarding standards in every course of

· Follow the safeguarding reporting procedure in case any

reportable incident takes place and encourage others to do so.

Qualifications

· Bachelor's degree in Business Administration, Finance

Accounting, Economics or another relevant discipline is

required.

· CPA or ACCA (or equivalent professional accounting

qualification).

· Minimum 5 years of progressive experience in grants

management, with demonstrated responsibility for managing complex

restricted donor grants.

· Demonstrated experience managing the full grant

lifecycle, from start-up through reporting and closeout.

· Minimum 5 years of progressive experience in grant

management within international development, with significant

experience managing large, restricted donor grants.

· Solid grounding in financial systems, grant and donor

compliance requirements

· Strong analytical skills, including the ability to read

and interpret budgets, track expenditure, and identify financial

risks. Track record of putting together clear reporting formats and

financial reports for donors

· Familiarity with segment reporting and multi-currency

accounts

· Willing and able to travel to SGGA Program countries

fairly often

· Able to build trust and communicate clearly across

cultures

· Fluent in written and spoken English
