About the AIM Program
The Mastercard Foundation Accelerating Impact for Young Women
(AIM) in Partnership with BRAC is equipping 2 million adolescent
girls and young women (AGYW) with age-appropriate entrepreneurship
employability, and life-skills training, as well as the tools to
start and scale their own businesses. The nine-year program
(2021-2030) applies BRAC's proven model using microfinance, youth
empowerment, agriculture, education and skills development to
improve lives and livelihoods. It currently operates in seven
African countries: Sierra Leone, Liberia, Uganda, Tanzania, Rwanda
Ghana, and Kenya. Based on the AGYW age, needs, and circumstances
AGYW are placed on one of two pathways in the AIM program: an
education pathway or a livelihood pathway.
About the AIM Education Pathway
The AIM Education pathway is designed to increase access to and
completion of quality secondary education for adolescent girls
aged 12-17, across the AIM countries: Ghana, Kenya, Liberia
Rwanda, Sierra Leone, Tanzania, and Uganda. The program seeks to
achieve three core objectives: (1) to empower 400,000 adolescent
girls by increasing their agency, voice, and life skills; (2) to
support adolescent girls to complete at least lower secondary
school; and (3) to improve gender-responsive education in at least
2,000 secondary schools, positively impacting an estimated 2.4
million students.
This AIM education pathway is closely aligned with the
Mastercard Foundation's strategic priorities under its Young Africa
Works initiative, particularly the emphasis on improving the
quality and accessibility of secondary education to better prepare
young people for meaningful work. Through a set of integrated
interventions, AIM Education targets structural and social
challenges that often hinder girls' education—including
financial barriers, inadequate infrastructure, undertrained
teachers, harmful gender norms, lack of community support, and weak
school governance systems.
Job Summary
The Regional Manager will provide leadership for overall program
planning, budgeting, implementation and monitoring activities at
the regional level. With direction from Field Operations Manager
(FOM) and the Programme Manager, AIM, the RM will ensure internal
alignment and coordination at the regional level. The RM will be
in-charge of supervising Technical Sector Officers (TSO) and branch
managers' activities, helping in recruitment, onboarding, training
and management of Branch Managers and Program Assistants. This will
involve planning, organizing and optimizing operational processes
monitoring, supervision and execution of all AIM programme
activities, including training, community mobilization, effective
coordination with BRAC region support departments, procurement and
distribution of inputs to programme participants, service provider
mapping & linkage, internal stakeholder engagement.This role
will also support regional-level staff meetings, prepare MIS
narrative and financial reports. There will be one RM per region as
defined by AIM project locations. The RM will cover an average of
four to six (4-6) branches.
Major Responsibilities
Program implementation support
- Lead the overall planning, execution and management of the AIM
programme at the regional-level.
- Provide technical and managerial leadership to ensure timely
program rollout and implementation at the regional level; ensure
quality achievement of project targets as per the AIM work
plan.
- Coordinate closely with Branch Managers (BMs) to ensure timely
implementation of monthly, quarterly, and yearly activity plans as
per the AIM work plan and budget
- Lead in implementation of all program activities in the AIM
region and ensure adherence to the operations manual and
maintenance of quality and safeguarding standards during program
implementation
- Monitor and coordinate all region-level activities rolled out
by BM, TSOs, & Branch Accounts and Operation Officers
(BAOOs)
- Ensure internal monitoring within the programme to assess the
quality of service delivery, data collection and integrity and
documentation in branch offices
- Ensure appropriate, timely and accurate data collection against
agreed indicators to enable both internal and external
reporting.
- Ensure and strengthen MIS, program/management data collection
and reporting by using BInsight application and other tools
developed by the programme
- Conduct regular (as guided by the programme supervisory
framework) branch and community visits to monitor and verify
program performance, files, documents and data to improve the
programme quality
- Provide support to strengthen the supervision framework to
ensure quality programme delivery.
- Prepare MIS and financial reports and other reports as per
requirements, and submit them on time.
- Provide leadership to troubleshoot operational and management
issues as they arise.
- Identify, forge, mobilize and manage partnerships with key
partners and stakeholders at the regional level to ensure maximum
visibility
- Follow up on all market development-related activities
community mobilization & collaborate with the BRAC Microfinance
(MF) team in ensuring financial inclusion activities are
effectively conducted.
- Follow-up the education-related support to the eligible
participants within the Branch.
- Follow up on the distribution or provision of school-related
costs (in-kind or cash) and monitor the use of resources, as well
as the school attendance of AIM education participants.
- Ensure reporting as per donor reporting guidelines with close
attention to financial reporting guidelines
- Follow-up and ensure at least 80% of eligible participants
transition to formal financial institutions
- Support the AIM Programme Manager and FOM with updates and
information, as required.
Support procurement and budget
control
- Oversee all regional-level procurement, ensuring procurement
guidelines are strictly followed, reporting any concerns to the
FOM/PM, as needed.
- Monitor spending rates periodically to avoid over or
underspending
- Ensure cash flow for smooth day-to-day project activities
Supervisory and Coordination
Support
- Oversee hiring, onboarding, and training of regional and
branch-level staff
- Develop a supervision framework for field staff and ensure
staff deliver planned activities on time and budget
- Coordinate closely with all relevant colleagues to ensure the
implementation of annual work plans, staff accountability
supervision guidelines, and KPIs for all the AIM positions in the
region
- Organize and facilitate regional coordination meetings
trainings, workshops, and district-level events to ensure
communication, planning and internal alignment
- Schedule regular check-ins with FOM to provide updates on
program implementation
Safeguarding Responsibilities
- Ensure the safety of team members from any harm, abuse
neglect, harassment, and exploitation to achieve the programme's
goals on safeguarding implementation
- Act as a key source of support, guidance and expertise on
safeguarding for establishing a safe working environment
- Practice, promote, and endorse the issues of safeguarding
policy among team members and ensure the implementation of
safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any
reportable incident takes place and encourage others to do the
same.
Experience (Including sector/industry)
- 5 Years working experience of field management/ direct
implementation in development sector included livelihood
employment creating with women and youth development
- Bachelor's degree in Social
Science/Anthropology/Sociology/Business Administration and/or other
relevant fields. Master's degree is an added advantage.
- 4-6 years of experience of field management/direct
implementation experience.
- Prior experience in the international development sector
including familiarity with extreme poor and marginalized
communities to implement integrated community development programs
including microfinance, livelihood, agricultural and food security
and/or girl's and women's empowerment programs.
Knowledge, Skills and Competencies
- Experience in project management and coordination, including
supervision and monitoring, administration, finance, and
logistics
- Strong Microsoft Office skills
- Strong sense of teamwork and collaboration and demonstrated
ability to build relationships with individuals from diverse
backgrounds
- Personal qualities of integrity, credibility, and dedication to
the mission of BRAC.
Specific Educational Qualification
- Bachelor's Degree(Masters is an added advantage)
- Social Science/Anthropology/Sociology/Business Administration
and/or other relevant fields
